The officers found a young man in monk's robes hiding in bed. He was arrested on barges of killing a policeman during rioting against the government last Saturday and marched him off to jail.

SAIGON (UPI) - Communist broadcasts boasted that nothing the Americans or South Vietnamese government can do will assure the safety of Vice President Hubert H. Humphrey when he arrives in Saigon today. The Communists threatened new Viet Cong terror attacks similar to ones that shelled the citv during the Nov. 1 National Day celebrations last year.
M i l i t a n t B u d d h i s t s also threatened to cause trouble today shortly before Humphrey arrives to attend Tuesday's inauguration o f Presidentelect Nguyen Van Thieu.Brig. Gen. Nguyen Ngoc Loan ordered police on full alert because of the Buddhist threat and warned he will not let them demonstrate.
When a few hundred of the robed monks and Buddhist youth marched from the An Quang Pagoda, they got less than 50 yards before the police, swinging clubs, stopped the march and pushed them back.The Buddhist faction headed by Thich Tri Quang warned Saturday its members intend to march on the Buddhist Institute at the Vien Hoa Dao Pagoda and "reoccupy" the compound which is now controlled by a more moderate faction headed by Thich Tam Chau.
The militant Buddhists notified Thieu and Prime Minister Nguyen Cao Ky, the vice presidentelect, they will march shortly after dawn despite a government ban on demonstrations.
Well-informed political sources said Thieu favors Nguyen Van Huong, who studied law in Hanoi and has become his political advisor, as the nation's prime minister under the new government.
Thieu is expected to announce the premier's appointment shortly after the inauguration. The government announced a special amnesty for about 500 criminal prisoners and nearly 5,000 political prisoners to be released in celebration of the inauguration and the Nov. 1 National Day ceremonies.
American and South Vietnamese troops moved out into the countryside surrounding Saigon to throw up an "antirocket"
belt around the city.
But Radio Hanoi, which often speaks for the Viet Cong, hinted another attack is imminent.

In a strongly worded statement, the leadership also denounced the current presidential campaign and called for "drastic changes."
They avoided saying what form the protests would take, but questions about "struggle movements" or "demonstrations," brought wild cheers and applause from the more than 800 Buddhist followers at a news conference.

past been able to help topple governments and bring thousands of demonstrators into the streets. But their power is believed to have greatly diminished following their clash with Premier Nguyen Cao Ky last year.

The Buddhists cheered as their leaders accused the accused the government and specifically Chief of State Nguyen Van Thieu, of trying to suppress and destroy Buddhism."
Thieu signed a charter the last week of July which set up Saigon's Buddhist Institute, the Vien Hoa Dao, as the official Buddhist church of South Viet nam and squeezes the An Quang Buddhists from control of the Unified Buddhist Church. The Viet Hoa Dao and the AnQuang Buddhists have been fighting bitterly for months for control of the Unified Buddhist Church which is unified in name only.
"Truly, in regard to Budhism, Gen. Nguyen Van Thieu has shown himself both maliglant and reckless," a commulique from the An Quang Buddhists said. Thich Thien Minn, a spokesman at today's news conference said, "If Thieu pushes the An Quang Buddhists against the vail, we Buddhists will have to truggle."
Minh also said "We won't have a fair election unless drastic changes are made." He referred to the elimination of two Buddhist slates in the Senate election for what the government called "pro-Communist and neutralist views."
